Implications for Australia of Firms Locating Offshore

About the Inquiry

The Industry Commission was asked to report on the key factors affecting the decisions of firms to locate offshore, and the implications of those decisions for Australia. In particular, it was to examine any institutional, regulatory or other arrangements subject to influence by governments in Australia or overseas which lead to inefficiencies in location decisions, and to advise on courses of action to remove or reduce those inefficiencies.

It was also required to report on the short and long term implications of such decisions for Australia, including their effects on employment, national income, net export performance, taxation and the treatment of repatriated profits, and changes in the size and composition of Australia's industry base.
