Pig and Pigmeat Industries: Safeguard Action Against Imports
This public inquiry has concluded. The inquiry report was released by the Commonwealth Government on 19 April 1999.
The Productivity Commission was asked to report by 13 November 1998 on whether action in accordance with the World Trade Organization (WTO) Safeguards Agreement was warranted against the import of certain frozen pigmeat. The Commission was asked to report on:
- whether safeguard measures would be justified under the WTO criteria
- [and if so] what measures would be necessary to prevent or remedy serious injury and to facilitate adjustment.
The Commission was also asked to report on factors affecting the profitability and competitiveness of the domestic pig farming and pigmeat processing industries.
The Commission engaged two consultants to assist with its assessment of the impact of increased imports on the domestic industry.
The consultancies gave the Commission access to two models which used different methods. An independent referee, Dr Brett Inder of Monash University, was also appointed to assess the studies - as well as econometric analysis presented in submissions.
