Identifying and evaluating regulation reforms

This study is now completed and the final research report was released on 15 December 2011.
In the fifth year of the Annual Review of Regulatory Burdens on Business the Commission has was asked by the Australian Government to propose frameworks and approaches that can most effectively identify areas for regulation reform, and methods for evaluating reform outcomes.
In undertaking this study the Commission was asked to:
- examine the lessons for identifying regulatory reform opportunities and priorities and evaluating regulation reform outcomes from reviews of regulation, both in Australia and overseas
- build on these lessons to analyse frameworks and approaches for identifying poorly performing areas of regulation and regulatory reform priorities, and qualitative and quantitative methods for evaluating regulation reform outcomes.
In proposing enhanced frameworks and approaches, the Commission was to have regard to other current or recent reviews commissioned by Australian governments. It was also to have regard, among other reports, to the assessment of the OECD in its 2009 Review of Regulatory Reform in Australia - Towards a Seamless National Economy.
The Commission had been given six months to complete its report. A Discussion Draft was released on 23 September 2011 to obtain public feedback on the Commission’s preliminary findings and proposals.
