Chairman's speech

On 10 July 2001, the Chairman Gary Banks gave an address to the conference 'Regulation Reform Management and Scrutiny of Legislation' hosted by the NSW State Parliament in Sydney. The speech discusses the characteristics of good regulation, the circumstances which lead to bad regulation and the process that leads to effective regulation. It also outlines the role of the Office of Regulation Review (now Office of Best Practice Regulation)and the use of Regulation Impact Statements.
