This issues paper was released on 21 December 2009 and is intended to assist you in preparing an initial submission to the Commission. It covers a range of issues on which the Commission is seeking information and feedback.

Initial submissions should have reached the Commission by 1 March 2010.

A draft report has been released for further comment.
