Measure 1

Proportion of people aged 15-24 years who are not fully engaged in employment, education or training and who have a need for assistance with core activities

Nationally in 2021, 3.4% of Aboriginal and Torres Strait Islander young people were not fully engaged in employment, education or training and reported that they had a need for assistance with core activities, compared to 37.9% that did not need assistance (figure SE7a.1). This is an increase of one percentage point for persons with a need for assistance with core activities, and around a two percentage point decrease for persons that do not have a need for assistance with core activities since the 2016 baseline year.

Measure 2

Proportion of people aged 15-24 years who are not fully engaged in employment, education or training and who have a long-term health condition

Nationally in 2021, three percent of Aboriginal and Torres Strait Islander young people were not fully engaged in employment, education or training and reported that they had one or more long term health conditions, compared to 37.9% that did not have a long term health condition (figure SE7a.2). This is the first year the Australian Bureau of Statistics has collected data on long term health conditions in the Census of Population and Housing.

Measure 3

Proportion of people aged 15-24 years who are not fully engaged in employment, education or training and who provide unpaid assistance or childcare

Nationally in 2021, 12.6% of Aboriginal and Torres Strait Islander young people were not fully engaged in employment, education or training and reported that they provided unpaid care or assistance to a child or person with disability, compared to 29.0% reporting they did not (figure SE7a.3). This is a decrease of around three percentage points for persons that provided unpaid care or assistance to a child or person with disability, and around a three percentage point increase for persons that did not provide unpaid care or assistance to a child or person with disability since the 2016 baseline year.

Measure 4

Proportion of people aged 15-24 years who are not fully engaged in employment, education or training and who are unemployed and looking for work

Nationally in 2021, 10.2% of Aboriginal and Torres Strait Islander young people were partially engaged via part time employment, 8.2% were actively looking for work (i.e. unemployed) and 23.6% were not actively looking for work (i.e. not in the labour force) (figure SE7a.4). This is an increase of around one percentage point in persons that were partially engaged via part time employment, and in persons not in the labour force, and around a three percentage point decrease in persons that were actively looking for work since the 2016 baseline year.

This indicator has four measures.

Numerator – number of Aboriginal and Torres Strait Islander people aged 15–24 years who are not fully engaged in employment, education or training and who provided unpaid assistance to a person with disability and/or unpaid child care for their own and/or other children

Denominator – number of Aboriginal and Torres Strait Islander people aged 15–24 years

Measure 4 is the proportion of people aged 15–24 years not fully engaged in employment, education or training and who are unemployed and looking for work, defined as:

Numerator – number of Aboriginal and Torres Strait Islander people aged 15–24 years who are not fully engaged in employment, education or training, who are unemployed (looking for part time or full time work)

Denominator – number of Aboriginal and Torres Strait Islander people aged 15–24 years

and is presented as a percentage.

Measure 2: The Census variable ‘Whether has one or more long-term health conditions(s)’ is a new question for the 2021 Census. Data are not available for 2016.

The Census 'Core Activity Need for Assistance' concept was developed to identify people with a 'profound or severe core activity limitation' using similar criteria to the Survey of Disability, Ageing and Carers.
