Road and Rail Freight Infrastructure Pricing

This inquiry has concluded. The inquiry report was released by the Australian Government on 13 April 2007.
At the meeting of the Council of Australian Governments (COAG) on 10 February 2006, COAG agreed to a Productivity Commission inquiry to review road/rail freight infrastructure pricing to be presented to COAG by the end of 2006.
According to the COAG communiqué the inquiry will, among other things:
- identify the optimal methods and timeframes for introducing efficient road and rail freight infrastructure pricing in a manner that maximises net benefits to the community
- determine the full financial, economic, social and environmental costs of providing road and rail infrastructure
- identify other barriers to competition in road and rail transport
- recognise transport operators and users and remote and rural communities will need sufficient time to transition and adjust to pricing arrangements.
This inquiry has significantly informed the broader policy directions of the COAG Road Reform Plan.
