Report on Government Services 2006

This report was released on 31 January 2006. It has been produced by the Steering Committee by the Review of Government Service Provision (SCRGSP). The report has been published in two volumes. Media release

The Report on Government Services 2006 has been released. This is the eleventh edition of the Report, under a collaborative process initiated by Heads of Government in July 1993. The Report examines the performance of government services in the areas of education, justice, emergency management, health, community services and housing. These services account for nearly 60 per cent of government recurrent expenditure, equivalent to over 10 per cent of gross domestic product.

The Report is produced by the Steering Committee for the Review of Government Service Provision, comprising senior officials from Australian, State and Territory governments.

The Steering Committee is chaired by Gary Banks, Chairman of the Productivity Commission. Mr Banks noted that governments' continued commitment to performance reporting meant the Report's quality and scope continued to improve each year.

Mr Banks drew attention to the Report's increasing focus on measuring the outcomes government services deliver to the community. This year's Report includes expanded reporting on learning outcomes for schools and new outcome indicators for hospitals.

Mr Banks emphasised that reporting on services to Indigenous Australians remains a priority. Data in this report complement the Review's separate publication, Overcoming Indigenous Disadvantage: Key Indicators, the second issue of which was published in July 2005.

Mr Banks noted, however, that despite the improvements in the Report over the past decade, there remain gaps in reporting, and scope for improvement in the timeliness and comparability of data.

The following amendments have been made to the 2006 Report.

Chapter 5 - Police services

The real recurrent expenditure per person on road safety and traffic management datum relating to NT for the years 2004-05 has been revised. The revision affects attachment table 5A.56 and figure 5.39 in the 2006 Report.

Attachment 9 - Public hospitals

Some historical 'elective surgery waiting times by clinical urgency category' data relating to Victoria for the years 1999-2000 and 2002-03 have been revised. The revisions affected attachment table 9A.21.

Attachment 15 - Protection and support services

Some historical population data relating to Victoria for the years 2000-01 to 2003-04 have been revised. The revisions affected the following attachment tables:

  • Table 15A.25 - Target population data used for annual data, December ('000)
  • Table 15A.47 - Children in notifications, investigations and substantiations and children on care and protection orders: Number and rate per 1000 children in the target populations by Indigenous status, Victoria

Indigenous Compendiums

The Indigenous compendium ceased from the 2015 RoGS. From the 2016 RoGS onwards a reference list is now included on the Indigenous data tab on each sector overview/chapter page where performance data are available.
