Unlocking the economic potential of native title

The Productivity Commission (PC) made a submission to the Australian Law Reform Commission’s (ALRC) Review of the Future Acts Regime.
The native title system could do more to enable self-determined economic development for Aboriginal and Torres Strait Islander people.
This submission highlights the barriers that prevent Traditional Owners from accessing and using native title rights for economic investment, enterprise development and community empowerment. It also presents reforms that would reduce the barriers to recognising Aboriginal and Torres Strait Islander interests in water management, access and entitlements.
The PC provided the submission to the review on 10 July 2025 and it was published on our website on 11 July 2025.
