In developing the criteria, the Commission was to have regard to operational efficiency, allocative efficiency and dynamic efficiency. The Commission was also required to consider the nature of competition in the superannuation industry, and the effect of government policy on the competitiveness and efficiency of the system.

The development of these criteria is intended to provide transparency and certainty about how the superannuation system will be assessed ahead of full implementation of MySuper. The Government stated that the Commission will be asked to undertake this assessment after 1 July 2017.
