Counting rules

Includes (numerator and denominator):

  • Children in out‑of‑home care including where a financial payment was offered but declined by the carer.

Includes (denominator):

Children for whom Indigenous status was not stated.

Data quality considerations:

Data by Indigenous status are influenced by the quality of Aboriginal and Torres Strait Islander identification of young people in the CP NMDS (not stated categories are reported separately in the data table).

Care should be taken when interpreting this supporting indicator as a ‘driver’ of outcomes against the target (‘rate of Aboriginal and Torres Strait Islander children aged 0–17 years in out‑of‑home care’), as this indicator may worsen at the same time that there is improvement against the target. For example, the number of Aboriginal and Torres Strait Islander children in out-of-home care may decrease, which would lead to an improvement in the target (a lower rate per 1,000 population). However, if the decrease is at a slower rate than for non‑Indigenous children, this supporting indicator will worsen.

Future reporting:

Additional disaggregations required for future reporting:

  • age
  • gender.
