Integrated Tariff Analysis System (ITAS)
The Flexible Swiss 'solver' has been designed to use tariff data for a particular country and solve for the parameters of the Flexible Swiss formula. These parameters generate an average final bound rate that is the same as that generated using the Swiss8 formula for that country, but allow the maximum final bound rate to be 15 per cent (rather than constrain it to be less than the 8 per cent allowed in the Swiss8). Australian tariff data are used as an example of how the tariff solver may be used.
Detailed user instructions are included in the file and it can easily be adapted to solve for parameter values for other countries by pasting in the appropriate data and using the MS Excel solver function. Data for other countries is available in a compressed format.
The Step chart file contains data and chart templates for two example step charts for US tariffs. These types of charts allow users to examine the entire tariff structure for a particular country and can be set up to show initial and final bound and most-favoured-nation (MFN) rates.
Additional information may be conveyed by including labels on the charts to show the HS chapters that account for the largest number of HS6 products in designated ranges. These labels are included by hand after additional analysis of the chart data.
Detailed user instructions are included in the file and it can easily be adapted to generate corresponding charts for other countries included in ITAS.
